Automotive gasoline production complex and diesel hydrotreating refining complex

The refinery was built between 2005 and 2009 as the first phase of construction. The 15 billion Russian roubles project with a capacity of 2.5 million tonnes of oil included a connection to the main Transneft pipeline in the Sukhodolnaya-Rodionovskaya section. Depending on the quality of the crude, the depth of oil refining was around 60-65%. At the initial stage, the company produced diesel fuel, fuel oil and gasoline. By 2015, as part of its second investment phase, the company doubled its capacity to 5 million tons and started operating a high-quality road asphalt plant with a production capacity of 700 thousand tons per year.

The third phase was launched in 2020 with the construction of a complex for the production of AI-92 and AI-95 Euro-5 gasoline, Euro-5 diesel fuel and commercial liquefied petroleum gas (LPG). The company's plans are in line with the region's long-term development program envisaged until 2030. The investment volume of the whole project is estimated at 177 billion Russian roubles.

UNIS ACTIVITIES

A Contract for the implementation of design works under Stage III of the Construction of the Novoshakhtinsk Oil Products Plant in the Russian Federation. The scope of works included the preparation of initial design documentation in cooperation with the licensor UOP ltd. and the preparation of design documentation (Basic design) for the Desulphurization Complex of Motor Gasolines (main technological units: Naphtha Hydrotreater - NHT, Continuous Catalytic Reforming - CCR, Isomerization - Penex) and for auxiliary operation units (nitrogen station, boiler room, flare system…). The technology licensor was the company UOP. It also included obtaining a positive opinion of state expertise and processing order requisitions. Completion and handover of the design documentation took place according to a modified schedule in 2021.

AFTER CONSTRUCTION

The Novoshakhtinskaya refinery complex will offer approximately 717,000 tonnes per year of 92, 95 Euro-5 gasoline and approximately 2 million tonnes of diesel fuel.

For the sale of petroleum products, a terminal with a transhipment capacity of 7.5 million tonnes per year has been built on the Don River, in the western part of Rostov-on-Don, which is able to receive river and sea tankers with a carrying capacity of up to 5 thousand tonnes.

GOVERNMENT DECISION

The reconstruction of the Novoshakhtinsk plant was driven by the Russian government, which convinced all refineries in the country of the need to increase the depth of oil refining and also introduced protective tariffs on the export of oil products. By January 1, 2026, oil refineries must commission 13 secondary processing units, which will increase Russia's production of environmentally friendly K5 grade gasoline by more than 3 million tonnes per year.
